THE ROLE OF MEDICAL TOURISM IN THE REHABILITATION OF MILITARY VETERANS AND VICTIMS OF COMBAT OPERATIONS

Abstract

The full-scale war in Ukraine has caused an unprecedented level of demand for highly specialized medical care, especially for military and civilians who have suffered severe physical and psychological injuries. In these conditions, medical tourism is gaining a new meaning – not as a tourist option, but as part of a humanitarian response mechanism and interstate solidarity. The purpose of the study is to establish the benefits of medical tourism for post-war recovery, as well as to assess modern international practices of this phenomenon in the context of the rehabilitation of Ukrainian military personnel and victims of hostilities. The study uses methods of critical analysis of scientific literature, comparative analysis of international cases, content analysis of official reports, and also builds a general analytical table based on selected criteria (types of services, patient volumes, sources of funding, effects). An assessment of the development of medical tourism in the world is carried out and predictive statistical data for its further development are presented. The role of medical tourism is considered through the prism of its main advantages. The experience of five countries (Germany, Poland, Norway, Lithuania and the USA) implementing medical assistance programs for Ukrainian wounded is systematized. The scale of evacuations, types of available services, participation of charitable foundations and state structures are shown. For the first time, data on international medical tourism in the specific context of war rehabilitation in Ukraine is summarized and systematized. An interdisciplinary approach to the analysis of this phenomenon as a component of the state recovery policy is proposed. The conclusions of the study indicate that medical tourism performs not a secondary, but a compensatory function in modern conditions, replacing vulnerable segments of the domestic healthcare system. However, without the development of its own infrastructure and the systemic integration of international experience, the effect of such programs will be limited. It is advisable to conduct a more in-depth assessment of the long-term results of rehabilitation, and to form a regulatory framework for the institutionalization of medical tourism in the state healthcare policy.
